INVITATION FOR EXPRESSION OF INTEREST for
(INTERNATIONAL CONSULTTANT & SUPERVISION SERVICES)
The Republic of Yemen has received a Grant from Government of Abu Dhabi, represented by Abu Dhabi Fund for Development towards the cost of Equipping Technical and Vocational Institutes and intends to apply part of the grant proceeds to make payments under the contract for equipping Technical and Vocational Institutes for consultancy services. The Consultant shall be responsible for all duties and as the following:
- Preparation of technical studies for 20 technical and vocational institutes in different Governorates, the studies will include:
· Equipment lists with its specifications
· Bill of Quantities.
· Estimated costs
· Bidding documents.
- The consultant shall be responsible for advising and supervising the procurement process, as laid down in the Tender and Contract documents.
- The Consultant shall exercise the functions and duties as stipulated in the contract documents.
- The consultant shall also be responsible for checking and approval of all distribution drawings of equipment in the targeted workshops.
- For evaluation and advise on any dispute between the Employer and Contractor for the implementation of the project stages.
- The Consultant should be acceptable and approved by Abu Dhabi Fund for Development.
- Implementation period of the project shall be 10 months.
The Ministry of Technical Education and Vocational Training – Project Implementation Unit (PIU) for equipping technical and vocational institutions now invites eligible consultants to indicate their Expression of Interests (EOIs) in providing the consultancy services for the above work. Interested consultants must provide information indicating that they are qualified to perform the consultancy services. EOIs should also include a profile of the firm, key personnel and specific information regarding their relevant qualifications, description of their experience similar assignments, etc and their experience in the region in similar assignments (with names of projects and costs).
A consultant will be selected in accordance with the procedures set out in the Manual of the guidelines for the use of consultant issued by the Development Institutions Members of the Coordination Group and High Tender Board's Manual for the procurement of Consultants Services. Firms submitting Expression of Interests (EOIs) and qualified will be considered for short-listing, and a formal Request for Proposal (RFP) will be provided to the short-listed firms only.
Interested consultants may obtain further information at the address below during office hours, from 9:00a.m. to 2:00 p.m. Expressions of interest must be delivered in a sealed envelope, to the address below by 20th of February 2011.

حصلت الجمهورية اليمنية على منحة مقدمة من دولة الإمارات العربية المتحدة , التي يمثلها صندوق أبو ظبي للتنمية , خصصت لغرض تمويل تجهيز معاهد تقنية ومهنية , وتنوي تخصيص جزء من هذه المنحة لمواجهة عقد الخدمات الاستشارية لتجهيز المعاهد التقنية والمهنية .
يجب أن يكون الاستشاري مسئولا عن كل المهام المبينة على النحو التالي :
أ- إعداد الدراسات الفنية لتجهيز عدد (20) معهدا تقنيا ومهنيا في مختلف المحافظات على أن تشمل الدراسات :
- قوائم التجهيزات مع مواصفاتها .
- جدول الكميات .
- التكلفة التقديرية.
- وثائق المناقصة.
ب- النصح والإشراف على عملية شراء التجهيزات بحسب ما نص عليه في العقد ووثائق المناقصة.
ج- يجب أن يمارس الاستشاري مهامه ووظائفه كما اشٌترطت في وثيقة العقد .
د- فحص واعتماد رسومات توزيع التجهيزات في الورش الخاصة بالمعاهد المستهدفة .
هـ - التقييم الدوري لمراحل تنفيذ المشروع وتقديم النصح لأي نزاع يحدث بين المورد والوزارة
و - أن يكون الاستشاري مقبولا وموافقا عليه من قبل صندوق أبو ظبي للتنمية .
ح - فترة تنفيذ المشروع ستكون عشرة أشهر .
تدعو وزارة التعليم الفني والتدريب المهني – ممثلة بوحدة تنفيذ مشروع تجهيز المعاهد التقنية والمهنية , الشركات الاستشارية المؤهلة للتعبير عن اهتمامها في تقديم الخدمات الاستشارية للأعمال المذكورة سابقا , وعلى الشركات الاستشارية الراغبة في التعبير عن اهتمامها تقديم المعلومات والوثائق التي تؤكد أهليتها لأداء الخدمات الاستشارية المطلوبة .
التعبير عن الاهتمام يجب أن يشمل نبذة موجزة عن الشركة , معلومات دقيقة عن الموظفين الرئيسيين ومؤهلاتهم , وصف لخبراتهم في أعمال مماثلة .. الخ , إضافة إلى خبراتهم في أعمال مماثلة في المنطقة ذكر ( اسم المشروع , والتكلفة ) .
سوف يتم اختيار الاستشاري وفقا للإجراءات المدونة في الدليل الإرشادي الخاص باستخدام الاستشاري الصادر عن أعضاء مؤسسات التنمية لمجموعة التنسيق وفي دليل المشتريات والخدمات الاستشارية للجنة العليا للمناقصات والمزايدات المعمول به في الجمهورية اليمنية .
الشركات التي تقدمت وتأهلت سوف يتم إدراجها في القائمة المختصرة ، والشركات المتأهلة و التي تضمنتها القائمة المختصرة فقط سيتم توجيه دعوة رسمية لها لتقديم عروضها((ٌRFP).
يمكن للاستشاريين الحصول على معلومات إضافية من العنوان المبين أدناه خلال الدوام الرسمي من الساعة 9:00 صباحا وحتى الساعة 2:00 ظهرا .

Project: The Yemeni-Korean High Technical Institute Project
1. The Government of Republic of Yemen has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of US$ 15,380,000.- toward the cost of The Yemeni-Korean High Technical Institute Project and intends to apply a portion of the proceeds of this loan to payments under the contract for which this invitation for bid is issued.
2. The Project Executing Agency, the Ministry of Technical Education and Vocational Training (MTEVT), now invites to present sealed bids from Korean eligible bidders for supply of goods and services comprised of following three parts as a single package:
• Supply, delivery and installation of Vocational Training Equipment
• Expert Dispatch in Vocational Training
• Fellowship Training in Vocational Training.
3. Bidding will be conducted through Competitive Bidding (CB) method among Korean Suppliers, and in line with the Guidelines for Procurement under the EDCF Loans.
4. A complete set of bidding documents may be purchased at the office below between 10:00 hours (local time) and 15:00 hours on working days, up to September 22, 2010 by any interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 300. The method of payment will be cash, cashier’s check, or direct deposit to account number (1012-0010315), Central Bank of Yemen. Those firms requesting the documents to be sent by courier service shall make pre-paid arrangement with a reputed courier service to collect and dispatch the documents to them. In such a case, the firm requesting the bid documents shall provide its courier service with a letter authorizing to collect the bid documents.
5. Bids must be delivered to the address below at or before 10:00 am on the closing date of bid submission, September 29, 2010. All bids must be accompanied by a bid security of no less than 2.5% of the Bid value. Late bids shall be rejected. The presented offers will include the documentation requested for eligibility.
6. The bidding documents to be submitted shall be:
1) One (1) original, three (3) copies, and one (1) soft copy (CD) of Technical Proposal in English,
2) One (1) original and three (3) copies, and one(1) soft copy (CD) of Price Proposal in English,
3) One (1) copy of Technical Proposal (excluding Attachment; List of Equipment) in Arabic version.
7. The bids will be opened in the presence of Bidders or their authorized representatives’ at the place of bid submission at 11:00am on the closing date of bid submission, as mentioned above
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future EDCF-financed procurements.

Introduction

The development objective of the project is to pilot and demonstrate institutional mechanisms that can direct training more closely to employment needs in Yemen through (i) increased participation of employers in the design, delivery, and financing of training programs, and (ii) expanded attention to M&E contributing to evidentiary – based decision making.
REPUBLIC OF YEMEN MISNISTRY OF TECHNICAL EDUCATION AND VOCATIONAL TRAINING THE SECOND VOCATIONAL TRAINING PROJECT
Short and Long Term Consultancy Services Introduction
The Government of Yemen has signed an investment credit with IDA support a Technical Education and Vocational Training project. The development objective of the project is to pilot and demonstrate institutional mechanisms that can direct training more closely to employment needs in Yemen through (i) increased participation of employers in the design, delivery, and financing of training programs, and (ii) expanded attention to M&E contributing to evidentiary – based decision making.
The Government intends to apply part of the proceeds of this credit to cover the costs of project management. The Ministry of Technical Education and Vocational Training (MTEVT) now invites qualified applicants for the service according to the job descriptions and qualifications mentioned below:
PM&E ADVISOR
SCOPE OF WORK
The Scope of Work of the Planning, Monitoring and Evaluation Advisor will be implemented in two phases. The first phase will focus on establishment of the PM&E unit in the Ministry, developing the capacity of the assigned staff, and preparing an Operation and Procedures Manual. The second phase will focus on the development and implementation of M&E activities designed to measure the internal and external efficiency of the 27 Institutes that are currently offering Technical level programs in 11 different regions of the country. The second phase will also support the Ministry in initiating first steps towards the adoption of program based planning, budgeting and management procedures.
Activities undertaken by MTEVT with support from the PM&E Advisor are expected to help achieve the end of project outcomes. Responsibilities of the PM&E Advisor during each phase of the work are shown below.
Phase 1. Establishment of MTEVT Planning Unit During Phase 1 the PM&E Advisor will: o Undertake a situational assessment of the current structure, mandate, responsibilities, functionality, staffing, and reporting relationships of the MTEVY Planning Directorate. o Formulate recommendations regarding revisions to the structure, mandate, and staffing of the Directorate that will result in the development of a capacity to undertake strategic planning, operational planning, and program monitoring and evaluation o Provide support to the MTEVT executive management team to establish the regulatory framework that will result in strengthening the operational capability of the Directorate. o Support MTEVT in the recruitment of Directorate personnel having the required qualifications, skills and abilities o Develop and deliver a series of workshops and staff training activities to build core competencies in strategic and operational planning practices amongst the assigned staff o Prepare an Operations and Procedures Manual to guide the work of the staff of the unit Phase II Program Monitoring and Evaluation o Formulate a set of Key Performance Indicators that will be used to assess the internal and external efficiency of the 27 identified Institutes and programs o Identify data elements and data sources required to generate the agreed KPI’s o Formulate survey forms and other data gathering instruments to feed the agreed KPI’s o Formulate procedures and develop survey instruments for graduate tracer studies o Formulate procedures and develop survey instruments for employer satisfaction surveys o Prepare M&E Operation and Procedure Manuals detailing all tools, methods and techniques relating to M&E activities o Design and deliver training activities for PM&E unit personnel in all aspects of the purpose and procedures relating to the M&E function o Design and deliver workshops for Technical Institute personnel assigned to undertake reporting or data gathering responsibilities o Collaborate with the MTEVT MIS department to develop procedures and ensure software availability for electronic recording and transmission of all required M&E data o Design and implement a field trial to validate the proposed M&E procedures o Oversee implementation of a first annual M&E survey, tracer studies and employer satisfaction surveys o Formulate a report on findings and conduct a Workshop for MTEVT senior management to identify policy issues arising
6. DELIVERABLES The selected PM&E Advisor is expected to provide the following deliverables: o A Situational Analysis of the mandate, staffing, and capacity of the existing Planning Directorate, together with recommendations for restructuring and development that will result in the development of a capacity to undertake effective planning monitoring and evaluation services. o An Operation and Procedures Manual to guide the core practices of the restructured PM&E functions.
7. REPORTING RELATIONSHIP The Planning Monitoring and Evaluation Advisor will report to the Office of the Minister of the Ministry of Technical Education and Vocational Training through the PMU Director
8. ASSIGNMENT DURATION The total duration for Phase 1 of the Scope of Work is expected to be of 12 weeks duration. A call for proposals for consultants to undertake Phase II will be formulated subject to the achievement of outcomes arising from Phase I
9. QUALIFICATIONS AND EXPERIENCE The PM&E Advisor is expected to have the following qualifications and experience: o Hold a post-graduate degree in education, technical education, or human resource development o Minimum 5 years experience in TEVT system management with responsibility for M&E activities o Professional experience in a developing country environment, preferably in the Middle East o Experience in the design and delivery of professional development workshops for personnel at the senior management and field operational levels o Superior oral and written communication skills in English. Arabic language skills would comprise a major asset.
MIS SPECIALIST
SCOPE OF WORK
The assignment of the MIS Specialist relates to Sub-Component 1.3 of the project and is expected to result in the design of a basic MIS that will serve the Planning Monitoring and Evaluation, together with the procurement and installation of related ICT infrastructure and end user training.
The Scope of Work for the MIS Specialist assignment is as follows: Develop a technical assessment report reviewing the current MIS status at the MTEVT headquarters, regional offices and participating Institutes. This will include (i) facilitating the preparation of an inventory of current ICT systems and capabilities; (ii) documenting institutional structures and functions served by the current capability; (iii) developing a competency profile of existing ICT related staff and undertaking an assessment of user capabilities. Collaborate with the PM&E Advisor to formulate an optimal approach to the development of a basic MIS capability that will enable the MTEVT PM&E Unit to carry out the tasks necessary to achieve the outcomes outlined in Annex 1. This capability should build on the ICT infrastructure that currently exists within the ministry at the central and regional level and will focus on the 27 Institutes that are currently offering technician level programs in 11 different regions of the country. Prepare the Technical Specifications for the procurement and installation of the required incremental MIS hardware and software necessary to serve the specified PM&E function. These specifications should be formatted for inclusion in Bid Documents in accordance with World Bank procurement guidelines Assist the Ministry to undertake an assessment of proposals received in response to the RFP, and guide the PMU in the preparation of a Bid Evaluation Report for submission to the Bank for no objection Supervise the supplier that will design and implement the MIS system through short-term visits to Yemen. The consultant will serve as the focal point that liaises with the supplier for technical software design and development issues that may arise during the design and development phases, including, but not limited to an evaluation of the suppliers system design, and the development of a series of system acceptance tests and a system acceptance test report. Formulate training plans for the proposed MIS system end users, and personnel responsible for system operation and maintenance. The technical specifications that will be provided by the consultant should take into account that the future system must be scalable, built on multi tier architecture.
4. DELIVERABLES The MIS Specialist will be responsible for production of the following deliverables: A situational analysis and formulation of a recommended Action Plan. This document will comprise an Inception Report for approval by MTEVT. Preparation of Technical Specifications of hardware and software for the establishment of a basic MIS system that will serve the needs of the ministry and 27 participating Institutes in achieving the PM&E outcomes shown in Annex 1. Preparation of a supplementary report to the Bid Evaluation Report detailing issues requiring MTEVT attention in order to ensure full operability of the proposed MIS system. Preparation of a training plan for end users and system maintenance personnel, for delivery by the successful vendor A supervision report detailing activities undertaken during design and installation of the MIS system, and a final system acceptance report.
5. REPORTING RELATIONSHIP The MIS Specialist will report to the Office of the Minister of the Ministry of Technical Education and Vocational Training through the Project Management Unit.
6. ASSIGNMENT DURATION The MIS Specialist assignment is expected to be of approximately 60 days total duration, with potentially 3 visits to Yemen. These visits will include: (i) situational analysis, inception and system design; (ii) bid evaluation; and, (iii) installation supervision and acceptance
7. QUALIFICATIONS AND EXPERIENCE The MIS Specialist is expected to have the following qualifications and experience: o Hold a post-graduate degree in an ICT related field. o Minimum 5 years experience in information system design and operation. o Professional experience in a developing country environment, preferably in the Middle East o Experience in the design and procurement of information management systems in accordance with World Bank procedures. o Familiarity with TEVT issues would be considered an asset o Superior oral and written communication skills in English. Arabic language skills would comprise a major asset.
